1. Virginia Beach

One of the areas of Virginia with the lowest cost of living and a fantastic beach locale is Virginia Beach. Although it’s a large city, it is safe and there are plenty of places to explore and restaurants to dine in. Other than the beaches, you can check out the Virginia Aquarium, the Maritime Museum or the Boardwalk.
